Import Clearance Procedures in Saudi Arabia

Airport Import Clearance:

In Saudi Arabia, there is no free time for import clearance at the airports. So to avoid storage charges, the clearance procedures need to start as soon as the shipment arrives. The ground handling agent will move shipment from the airline warehouse to the customs inspection area.

All import shipments in Saudi Arabia required the following mandatory documents: 
  • Attested Commercial Invoice

To get the inspection proceedings done at the Airport we are required to make online Bayan as per commercial invoice and submit SABER COC.

After the customs inspection is completed, a payment is to be made towards delivery order fees with storage charges to the ground handling agent which is Saudi cargo services co (SAL). Then as per the Bayan, make a payment towards customs duty via SADAD. Once this is done, the shipment can be taken out from the airport and delivered to the customer’s warehouse.

Seaport Import Clearance:

Once the shipment arrives at any sea port in Saudi Arabia, the following procedure is initiated to get customs clearance and deliver the cargo to the customer’s warehouse.
The procedure begins by collecting the following mandatory documents from the consignee:
  • Original Attested Commercial Invoice
  • Certificate of Origin
  • Packing list
  • Shipment COC to file bayan in customs systems which is called as FASAH
Seaport Import Clearance

Copies of the above documents should suffice, however sometimes customs may ask for original documents. So it’s best to have the originals ready.

The drivers collect the following mandatory documents from the shipper at the time of pickup:
  • Original Invoice attested by the Chamber of Commerce
  • Original Packing List attested by the Chamber of Commerce
  • Original Certificate of Origin attested by the Chamber of Commerce

Once the shipment reaches the SILA border, the driver hands over the shipping documents to the broker, nominated by the shipper. The broker prepares Bayan and makes a gate pass for the drivers, this process usually takes no longer than 25 minutes.
After receiving the gate pass the trucks will move for inspection, followed by the Immigration and exits. Then the trucks move to the BATHA BORDER (KSA), where Immigration is done and the drivers receive a document called the TANZEELPaper.
As the next steps, the trucks and the materials go through a scanning procedure. Once the scanning completes the drivers hands over the shipping documents to the customs broker, nominated by the consignee.
The broker prepares the file for Inspection, once Inspection is done an approval is obtained for the payment of the duty and VAT. After the payment the drivers get a gate pass and move to delivery location.

Export Clearance in Saudi Arabia

Airport Export Clearance:

The export clearance procedure is relatively easy in Saudi Arabia. The exporter is required to have copies of the following documents:
  • Attested Commercial Invoice attested
  • Re-export Certificate of Origin
  • Packing List

The Freight Forwarder picks up the shipment from the exporter’s warehouse and arranges for weighing and x-ray at an authorized x-ray machine. Once the weight and dimensions are received, an airway bill (AWB) is created and the details are uploaded on the General Authority of Civil Aviation (GACA) portal. Once this is done the AWB details are stuck to each pallet and cargo is moved to the airport using dedicated trucks.
The Freight Forwarder has to make an Export Bayan to get the inspection done by the customs authorities. The shipment is inspected by the customs authority prior to the loading of cargo to the scheduled airlines.
The customs authorities will reject the cargo in case restricted items are found, which are not allowed to export from Saudi Arabia. Upon approval of customs, airlines ground handling staff handover the cargo to Airlines. The process has to be time bound if the shipment has a schedule as per the airline’s departure.

Seaport Export Clearance

Exporting goods from Saudi Arabia is easy and getting customs clearance then loading onto the vessel is a hassle free process if done correctly. The procedure begins with the shipping line, who has to make a manifest and file the EDI with a rotation number to arrange for getting cargo inside the seaport.
The following documents are required for issuing the bayan:
  • Attested Commercial Invoice Copy
  • Re-export Certificate of Origin Copy
  • Packing List
  • Final Export Letter in Arabic if required
Seaport-Export-Clearance
The Re-export Certificate of Origin is issued by the chamber of commerce based on the previous shipment details. When the cargo is sent to the inspection area for exports, the customs officer inspects and approves the shipment on the same day or the next day, prior to arrival of the vessel.
Exports are always time bound as the vessel has a cut off to load the cargo, if the exporter cannot meet the cut-off deadline of the vessel for any reason, then there is a chance of missing the vessel and will be rescheduled to the next available vessel.

The trucks and materials go through the inspection process and the broker prepares the Bayan. After the Bayan is prepared, the trucks will move to Immigration and get exit, then will move to the SILA border (UAE).
At SILA, scanning of trucks and materials completes and moves to Immigration. After the Immigration process, the shipping documents are handed over to the customs broker, nominated by the consignee. The customs broker gets approval for payment of duty and VAT, once the payment is made a gate pass is issued and the trucks move to make the final delivery at the customer location.
